An amendment to the International Maritime Organization’s Safety of Life at Sea convention will go into effect requiring all shippers (importers and exporters) to certify and submit the Verified Gross Mass – the combined weight of the cargo and the container – to the steamship line and terminal operator in advance of loading the container aboard a vessel.

In a July 25 letter to Department of Homeland Security Secretary Janet Napolitano, Representative Bennie G. Thompson (D-Miss.), ranking member of the House Homeland Security Committee, seeking more details on maritime cargo container scanning, Thompson expressed his disappointment over the apparent lack of progress being made since “Implementing Recommendations of the 9/11 Commission Act of 2007” was written into law.

Following recently-introduced port security legislation by Senators Jay Rockefeller (D-WV) and Kay Bailey Hutchison (R-TX), which has myriad goals and objectives to strengthen security at U.S. ports, and ensure adequate resources exist to secure U.S. port facilities, other politicians are making their voices heard when it comes to a key component of this—and previous port security legislation—ocean container scanning.
